ACADEMIC COUNCIL OF THE COLLEGE

 The Academic Council is primarily concerned with the academic matters of the college-encompassing faculty, students, instructional and evaluation matters. The duties and responsibilities of the Academic Council are exercised through:

(i)               The Academic Council,

(ii)            The Standing & Special committees in the Academic Council,

(iii)          The Academic Departments

 3.1  Composition:

 

                   i.               The Director-Principal of the college, ex-officio Chairman.

                   ii.               All Heads of the Academic Department in the college, ex-officio

                  iii.               Dean of Academic Affairs/ Controller of Examinations, if any, ex officio

                  iv.               Four teachers of the college representing different categories of teaching staff by rotation on the basis of seniority of service in       the           college.

                   v.               All faculty members of the rank of Professor   in the college

                   vi.               Conveners of all Standing Committees of the Academic Council, ex-officio

                  vii.               Not less than four experts from outside the college representing such areas as Industry, Management, Engineering, Education etc., to be nominated by the Board of Governors.

                 viii.               Three nominees of the Kurukshetra University.

                  ix.               A faculty member nominated by the Director-Principal as member secretary.


Terms of Members:

The term of the nominated members shall be two years.

 Meetings:

The Director-Principal shall convene a meeting of the Academic Council at often as necessary but not less than two times during the academic year

 

3.2  Powers and Functions of the Academic Council

 

The Academic Council shall be the principal academic body of the College and shall have the control over and be responsible for the maintenance of standards of education, teaching, co-ordination, research and development, examinations and tests within the College.

 In case of difference of opinion between the nominee of university and the Academic Council, the matter shall be referred to a committee consisting of following members for final decision:

·        Financial Commissioner & Principal Secy. to Govt. Haryana, Technical Education Dept.

·        Vice Chancellor of Kurukshetra University, Kurukshetra

·        Director Technical Education Haryana

·        Chairman of the Academic Council

Without prejudice to the generality of functions mentioned, the Academic Council will have the following specific powers and duties:

 

  1. Scrutinize and approve with or without modification the proposals of the Boards of Studies with regard to courses of study, academic regulations, curricula, syllabi and modifications thereof, instructional and evaluation arrangements, methods, procedures relevant thereto etc., paper setting and evaluation.
  2. Make regulations regarding the admission of students to different programme of study in the college in accordance with the directives/guidelines of the State Government / Kurukshetra University.
  3. Recommend to the Board of Governors proposals for institution of new programme of study.
  4. Make regulations for sports, extra-curricular activities, and proper maintenance and functioning of the playgrounds and hostels.
  5. Recommend to the Board of Governors institution of scholarships, studentships, fellowships, prizes and medals, and to frame regulations for the award of the same.
  6. Advise the Board of Governors on suggestion(s) pertaining to academic affairs made by it.
  7. Perform such other functions as may be assigned by the Board of Governors.
  8. To recommend creation of all academic posts to the Board of Governors.
  9. To approve the Panel of Experts for the academic posts as proposed by different academic departments
  10. To exercise general supervision over the academic work of the College and to give direction regarding methods of instruction, evaluation or research or improvements in academic standards.
  11. To consider matters of academic interest either on its own initiative or at the instance of the Board of Governors and/ or Academic Advisory Committee to take proper action thereon.
  12. To make arrangements for the conduct of examinations in conformity with the Rules.
  13. To appoint examiners, moderators, tabulators and such other personnel for different examinations.
  14. To make major recommendations to the Board of Governors on:

a.    Measures to improve standards of teaching, training and research.

b.    Establishment or abolition of departments, and

c.     Rules covering the academic functioning of the College, discipline, hostels, admissions, examinations, endowment awards, concessions and attendance etc.

  1. To appoint sub-committees to advise on such specific matters as may be referred to it by the Board of Governors.
  2. To consider the recommendations of the sub-committees and to take such action (including making of recommendations to the Board of Governors) as the circumstances in each case may require.
  3. To take periodical review of the activities of the Departments and to take appropriate action (including making of recommendations to the Board of Governors) with a view to maintaining and improving the standards of instruction.

  

3.3       Constitution of Academic Council

 The College has already constituted the Academic Council with representatives of different departments as per the specified composition.  Once. The scheme is notified by the Kurukshetra University representatives from outside the College will be included. The constituted Academic Council has already started its activities and prepared the document.
